That’s either some neck on them, or whatever cheap company they hired to do their online store doesn’t know how to configure Shopify right.
Check if you can set the custom tip to a negative value and get yourself a discount

There’s a few sites I’ve ordered stuff from online that I would leave a tip for on follow up purchases because they always throw a few extras in for free. Got a vape from the Netherlands and the threw a free metal grinder and screens in which in a shop here would have cost €15-€20.Some online shops really go the extra mile.

I saw that on Clonanav’s fishing shop too, I wonder is it specific to the shop?
Not shop specific, it’s part of their payment gateway offered by their ecommerce software. From a business perspective, why would they deactivate it as some people might feel inclined to support a local/Irish business. Default is set to None, so nobody is gonna be caught out by it at least.
