I suppose that they have to do it because the public service here are so inefficient due to all the macjobs created just to pay the burgers their massive salaries.
Imagine the outrage if you had to wait 2 years for a new passport like we need to for tax returns and the bicycle subsidy!
And why does it take 1.5 years to implement, just to change a date, to let a few people rack up a last fortune in overtime.
