I don’t know where exactly I took the picture, I only remember it was next to a church and a small market where local painters and other artists sold their pieces. 1-BXL is the licence plate for the prime minister of the Brussels capital government( Brussel Hoofdstedelijke Regering) afaik. B-number are licence plates of the military

I saw one today with XXX as numberplate
in some cases the plates are worth more than the car.
Who cares?
B 1 to 10, the king and queen’s cars.
B 11 to 99, the royal family members cars
B 0, the stoefer’s car
