Those green areas are an amenity that people will not give up(and shouldn’t).
There’s nothing temporary about the refugee crisis regardless of what a person believes about the credibility of asylum seekers with the geopolitical environment and increasing effects of climate change this is likely the new normal and we will have to find a sustainable response and not just fire up cheap pre fabs for an undetermined number of people wherever there’s physical space.

They are being ideally utilised, as public spaces to be enjoyed. For children to kick a ball about, throw a ball for a dog, sit on a bench and read a book or perhaps for someone to use a spot to do laps in order to improve health and well being. These are dynamic and perfectly used green areas. Even if none of the above occurred they are perfectly useful just growing trees and being nice to look at.

Practically its likely to be hard. You would want services to those sites so water, power, sewage.
Many estates would have originally been built to run those services underground around the estate so you’ll be digging tunnels from the greens to the nearest service access. Difficult if the services run around the inside loop of the green, almost impossible if they run round the outside loop behind the houses.
You would spend a fortune for very little benefit – better to develop new green or brownfield sites.
That’ll make the people in those estates absolutely love the refugees

A yes, I can picture it now in 20-30 years where many housing estates are littered with a big ugly decaying cheaply made mess of a portacabin. Covered in graffiti and with brambles growing through it.
