Why wouldn’t they? London would ultimately bail them out so there’s little risk.
It’s easier to have free tuition and prescriptions than to ask people to pay directly.

Issuing Gilts (Government Bonds) is a cheap loan from the future. Many UK citizens invest in them …it is literally investing in your country’s future!
