One is the Czech Republic one (White, Red, Blue), and the other one is Slovakia, Slovenia, or Russia, in this case likely Slovakia (White, Blue, Red). It might sound stupid, but Czechia has a concrete order of colours. It’s useful these days to differentiate from Russia. So…. this is probably not exclusively Czech award. I’m not really sure.
