To put it bluntly, it has been difficult to blame Ukraine for this. While they attempted to claim that Ukrainians somehow managed to sneak into the dam and set off explosions, they are the only ones with a clear opportunity and means, making internal explosion the most likely method of execution.

Since NATO has made very clear that any sabotage or deliberate mismanagement of nuclear plants in Ukraine leading to such a catastrophe is tantamount to deploying a nuclear weapon, I imagine we would then be looking at a genuine threat of international ground war.
