I received this letter from finanzamt very recently.
I filed for tax return for years 2019, 2020 and 2021 on 25th of April. I was conducting a traineeship and I know I’m definitely tax exempt as I earned bellow the taxation threshold. I just wanted to get all of the German tax returns in order voluntarily and now I’m quite confused.
My theory is that the request from 25th of April wasn’t looked at yet and this was just generated automatically, as the letter said. I used the prefilled information from elster, among which, was definitely the amount of income tax paid. I don’t want to hire a consultant over 35 euros of refund if not necessary but i also don’t feel like being fined.
I really appreciate your help.

They say they are missing your tax returns forms for 2020.
Check if you really transmitted all three years and call them
