Body know their ways around the rules and regulations like the people that wrote them.
Are we surprised? Politicians do the same while they’re still in seat, get inflated contracts for their friends, do insider trading (but don’t of course 😉 ) and generally do anything but what their job actually is.
Where there is money, there is corruption. I’m not and I’m certain many others are not surprised.
