I know this is incredibly hard for Western Europeans, who have no idea what war is like, to understand, but a lot of Ukrainians have escaped conflict to Russia. A lot of Ukrainians, especially in the east, have relatives in Russia so it’s better to escape there than to completely unknown areas.
This isn’t some total war, there is still a functioning border in the north of Ukraine where some trade is still happening.
