Hard to believe those would be explosives, no one would place explosives like that unless it’s some weird operation to simulate artillery fire on ZNPP. Surveillance or targeting equipment would be my guess.

I mean, the reactor building can withstand a plane flying into it. Literally thousands of shells, if even, would be needed to cause significant damage. There should be proof of that then, right?

Should be clearly visible on satellite images, as well as from videos from any side of the Dnipro river.

TBH from that photo they could be anything – nice big accessible flat roofs are a great place for communications equipment for example, or lookout posts.
