They are called MLC signs (for Military Load Classification) and exist all over western germany (because of the fear that germany might be the battlefield of a cold war going hot, so they wanted to prevent allied forces from breaking into a bridge).
The double arrow sign shows the maximum load if you have traffic in the other direction, and the single arrow is the maximum load for the military vehicle alone.
