I see no reason they should not be able to use cluster munitions against an invading force on ones sacred land within the borders of their territory..
I suspect this came with some behind-the-scenes work on an EOD plan.
Ukraine will have ongoing EOD needs for years after this conflict—any unexploded cluster munitions will be only a small fraction of this.
Demining alone will be a monumental job.
Good thing that Ukraine doesn’t have any other ongoing disaster mitigation projects on its plate! /s

The biggest part about this is just over all supply. This allows the US to tap ~5 million rounds it has in storage of these that have just been sitting there. In addition to any benefits of the munition itself – of which there are a number – it will allow the immediate provision of a metric shit ton of ammo.
