Looks like it to me. They’re extremely territorial. If you swat at one, you may get hundreds after you. They can sting repeatedly; their venom is really potent. Best leave disposing of them to the professionals. Just like cockroaches, if you see a few, there’s a shitpile more that you don’t see. Stay away from them!
Ticks me off that so many leave food out for stray cats. It’s easy food for these hornets.
