19th century map of incarceration rates for France, German Empire, and Italy. Why so high in Posen/East/West Prussia?

  1. My best guess for Posen, Silesia and West Prussia is because it was an area with large polish populations. Thus, you could expect them to be poorer and/or discriminated, thus making them more likely to resort to crime. Also there was undoubtedly polish nationalist activity, which was obviously condemned.
