Seems rather arbitrary to me, but I suppose it depends on how you weigh the different factors that went into this ranking. From the article:

I love Malta but there are a lot of massive issues they need to deal with.
Such as:
1)Noise pollution from all the construction
2)Pollution from all the construction, and traffic
3)Traffic, just build an underground Subway system connecting all the major cities Mielliha, Bugibba, St Julians, Sliema and etc, where majority of people go, live and work. Its not that hard really
4)And lastly make being healthy in Malta easier, its almost impossible for kids to play football without organizing and booking. Build more parks, where people can just go have fun and be healthy, do sports or something
Whats good about Malta:
1) its so corrupt that its corrupt for everyone, and literally anyone can abuse the system in their favour. Not just the billionaires and millionaires like everywhere else.
2) it literally is the land of opportunities, you can build a career here out of nothing, dont need any prior education or fancy education.
