Chicken-and-egg problem. Apparently US Sen. Bob Menendez is apparently the most opposed to the deal, without some assurances of Turkey’s good behavior.
Turkey doesn’t want to give in with out an F-16 deal, and the US doesn’t want to hand over F-16s without a vote in hand.
