None overtook and then all of a sudden they lowered the sign and let traffic past after 5 min.
I’ve seen this before and I’m guessing it has got something to do with traffic flow?

Police doesn’t want anybody to overtake because they might looking for loose parts laying around on the autobahn. That’s why they slow traffic to find those parts and can stop everybody with less speed in time and pick up those parts so no car will end up in an accident.
If they don’t find any parts, they should just disable the sign and get back on eating donuts.
Yeah, they usually do that when there’s something ahead on the road that needs to be removed, so they have to slow down and sometimes even stop traffic, or something will join the road that needs some space to be transported securely, or there’s a dangerous situation ahead somewhere. It simply means that you are not supposed to overtake the police and remain behind them until they give you the okay to regularly move again.
