according to wikipedia Draken International owns F16 – former netherlands fighters.
Could be a ….. shortcut.
Just ask for some NATO pilot volunteers, Russia cant tell the difference. lol

It was suggested before by a certain party to hire a group of certified F16 pilots, even to do missions. So contract pilots so to say. The only issue is having access to the F16
