How on Earth are they generating these when the QR code contains a digital signature and will thus fail a basic check?
Of course, I doubt criminals care about their stuff actually working.
Still, seems it should be easy enough to catch some of those involved. Buy a card with specific details, and trace how those got entered into the DB (datetime, account, terminal etc).
The arms race continues. History will not look fondly on those who took the side of the tyrants.

After such a hard lockdown in Spain I was happy for the visits to the clinic to be honest lol. People I can interact with!
