I’ve read two news stories today which say exactly the opposite of this.
Perhaps blinken will be so good as to explain it to the Russians. They seem to be firing a lot of missiles for a defeated army. By my count they control more Ukrainian land now than they did on Feb 22 and more than in 2014. Most of the oligarchs still have most of their money.
The Russians aren’t winning but they are still committing monstrous acts on a daily basis. This is not over. Not by a long shot.
