Kirby first made this point at a White House press briefing on July 17th. He reiterated it on July 18th to MSNBC’s Andrea Mitchell, timestamp 00:03:09 to 00:03:23.^1

This is not a contentious issue for anyone except the damn invading Russian colonists.
