Looks like a pet house cat and behaves well with human beings. It currently looks lost not knowing what to do. It’s too tidy and well taken care of to be a street cat.

You could bring him to a vet and see if he’s microchipped. Also, the owner will likely check with the local vets
Any chance he just lives in the area? Some people allow their cats to roam a lot

Are you sure it’s not just watching it’s surroundings? Cats go in to a trance when they’re outside taking it all in. It probably belongs to one of the houses in the pic.
Cats look after themselves. No bother to them.
