The top flag is a native American rights group
Possibly the upside down USA flag is meant to be a sign of disrespect?
An upside down flag is a sign of emergency.
Upside-down flags are used as a sign of distress, at least by the US military. I have never heard of it in other contexts, but that doesn’t mean it’s not done.
More recently, this has also become an uncommon form of protest to express distress *about* the US.
What it’s doing in Germany (presumably), is something only the person living there know, though.
