The arrows, confusingly, have nothing to with the side of the street. They tell you if it’s the beginning (top arrow) middle (both arrows) or end (bottom arrow) of a restriction.
The sign is only valid for the side of the street it’s placed on. However, an area with Parkausweise you’ll almost certainly find the same sign on the other side too
