You’d buy it, receive this certificate and as the certificate mention you’d return it and receive your the money from your investment. In this case a whopping 50 thousand Belgian Frank.
(I’m probably missing all the details but this is what I remember from when we found one of these at my grandparents)
it’s a state bond, with a runtime of 10 years, looks like it was bought for 50000 francs and would give 51000 francs after 10 years, the coupons on the right I think could be used by the date they display for the sum of 1750 francs, so on the whole it was worth 68500 francs (converted into euros that’s about 1712 euros)
the literal translation is “on the 15th of augus 1954 will the treasury (national bank of belgium) in brussels (or outside the capital) give to the holder of this certificate the sum of 51000 francs
what’s weird is the date, it’s said that it’s the 2nd edition of 1944, belgium was only largely liberated from the germans in september of 1944, but the lack of any and all german on this certificate gives me the impression that this was published by the government in exile
