History of abandoned building in Sliema

Hi I like to do urbex sometimes and I wondered if you knew about the history of most abandoned places. Like this one for instance, between triq manuel dimech and the strand in Sliema, it could become a huge park in the city but it stays like this, why? It looks like a monastery or something similar.
