If I remember correctly the numbers for French, Luxembourgish and German come from a survey of nationals while the figures for English and Portuguese survey all residents.

Okay but out of these 99% who speak French, how many are at a very good level? Same for the other languages, there’s a huge difference between learning a language in school and actually being fluent in it to a point where you can use it in a professional setting..
82% speak Luxembourgish as in “82% know the words “moien”, “äddi”, and “merci””.
I’d say (just guessing) Luxembourgish is more like 50ish percent, in particular in Luxembourg-city. It becomes more usable in the north and east of the country. But the main thing holding Luxembourgish back is the fact that it basically can not be used in government correspondence.

I speak those five languages fluently, thanks to the luxembourgish educational system.
Motherlanguage portuguese, learned luxembourgish in “kindergarden”, started german in second year in the primary school, french in the third year, and english at the 8th year.
