She isn’t “Duchess Meghan” – she is the Her Royal Highness the Duchess of Sussex. She’d be “Duchess/Princess Meghan” if she were a direct descendant of the Queen via the male line. Since she gained the title via marriage it does not count.
In the same manner, there is not a “Princess Catherine”, there is Her Royal Highness the Duchess of Cambridge.
TL;DR she does not hold the Dukedom in her own name but rather uses the feminine form of her husband’s Dukedom.
