Always good to Google these things – here’s some points on the report
– Culpability in this context does not refer to judicial or criminal culpability.
– We examine culpability because we need to identify the actions that played a role in the lead up to a collision. We can then target those actions in interventions.
– Anyone can make an error while using the roads. For VRUs in particular, such as pedestrians, these can have tragic consequences.
– The culpability of the parties involved in pedestrian fatalities was based on the body of work completed using the Garda Investigation Files (2008 – 2012)
– In some instances, no culpability may be determined (e.g. hit and run), and in others, multiple road users can be partially culpable .
I’d say it probably is if it’s not some freak accident. Amount of boggers out walking early or late with not a fucking bit of high vis clothing on.
If you run out in front of a motor vehicle and are killed, it would be considered your fault.
Is the data incorrect?
The one time I was knocked down by a car it was definitely my own fault. A stupid mistake that could easily happen to many people, but my own fault. Driver couldn’t have done anything.

Are you arguing that it can’t be the pedestrians fault? If so, I highly suggest you walk around Dublin city some day. Specifically around Christchurch you will see lunatics running across in front of traffic.
It’s a bit vague, but if it’s suggesting 70% of pedestrian deaths were the pedestrians’ fault… I would doubt investigators got a balanced view from both sides. No harm to be reminded to stay safe though.

The RSA is not saying “it’s probably your own fault”, and are acknowledging that it’s Gardaí/coroner conclusions.
209 pedestrian fatalities in 4 years, though. That’s a lot.
