If this is true, the wreckage of that drone that witnesses saw land in a Romanian forest needs to be found. It could be the basis for invoking a NATO response, which can include a enforcing a no-fly zone over large parts of Ukraine (by request of the Ukrainian government, of course). And this would be a lesser permissible action, as this can be viewed as an attack on a NATO member in the most strict interpretation.

Russia has been flying military aircraft into NATO airspace for a long time. Turkey is the only country that had the balls to do anything about it.
