Latvia is always making good decisions.
Finland should do the same.
Makes you wonder wether or not they got the memo in first place, or if they dont actually live there anymore.

Russians who speak the language and express the desire to stay should absolutely stay in the country. Any other people should be reviewed on a per case basis but probably there is not enough capacity for that.

If you lived most of your life in a foreign country and you are refusing to learn its language, you are the problem.
If you dont speak the native language after 30 years ypu deserve to get deported
