1. You can lock your balcony window open with it. Or atleast I have used it in that fuction

2. It’s for glazing panels. If you want to open them, you’re supposed to secure them in place with it.

3. I has one of those on my old balcony. Its quite hard to explain in text but it’s so when you open the windows you can strap them in place so they can’t be closed or bang against each other. You attach the plastic bit to the underside of last window opened and tighten it so it holds in place.
