So for now just a guess: They remind me of the ‘Schützen-Scheiben’ kinda like a trophy for the ‘Schützenkönig’ (a shooting club’s champion shot who is referred to as ‘king’). The years champion receives a plate and attaches it to their house.
Do you mean the round signs? Looks like advertisement (maybe for beer if it’s a pub) to me.
The house seems to be a „Fachwerkhaus“. A wooden structure, filled with stones or clay.
It’s an old building method, someone else might be able to tell you more about it
