The Norwegian authorities have sent me 8 of these warnings on my iPhone over the past two days with bells and whistles going off each time. I respect the need for informing citizens, but there must be a less dramatic way of doing so.

You are not supposed to get more than one, and only if you are in an area (likely to be) affected by the severe weather.
The reason you are getting several of these alert is a technical error, which is of course going to be fixed. In the meantime you can [disable these alerts](https://support.apple.com/en-us/HT202743) if it becomes unbearable.
Why do you waste time with posting about this here on Reddit instead of writing an email to the responsible government agency?
