Compulsory means that there’s no way you can avoid it. Means you go to prison if you don’t get vaccinated. If it’s required to get into bars or to go to work that’s not compulsory, you always have a way to say no.
Compulsory were the lockdowns we experienced in 2020 (there was no way you could say no, perhaps only leaving the country). Same as the likely lockdowns they’ll bring soon. If you tell me that if we just put in a virtual lockdown people who refused to get vaccinated we get out of this pandemic, go ahead with it!
