My dog chewed up a €50 note a few weeks ago. I went to the bank to try and get it replaced and was told that due to Covid, all services to replace damaged/lost notes had been suspended. Also, if the serial number of the note is not even the slightest bit intact, the note is pretty much void. Learned it the hard way.
As far as I know if you have >50% of a note the bank will change it for you
