The apartment seemed otherwise in a good condition and the previous tenant seemed to not have any health issues that might have been caused by black mold. The bathroom vent also looked like this in my childhood home. What do you think?

Open it up, remove excess filth, close it. That should do it.
Dirty. And you will need to clean it at regular intervals.
