The hot water tank is usually located in the bathroom where the shower is. It has wires and stuff so its best safe scenario to shut it off before using, to avoid steam and having an electric shock event or something. The 45minutes is probably to not overwhelm the electric lines but im pretty sure its due to 2 reasons. 1, the owner is a cheap ass and doesnt want you getting the water hotter and him paying more electricity. 2, the water heater is new, and it heats up the water really well within 45min. I vote for no1. Lol.
Tbf 10 minutes are enough in this weather.
