What is the point in even having Guards at this stage.

playing devil’s advocate here but could the thinking/advice be if you engage with clowns like this increases chances are an innocent bystander will get hurt and maybe there’s a better way of getting these scum off the street, is a car chase through Dublin city center the best idea
They won’t chase a moped through the city because firstly the likelihood of catching them is slim as the moped can go down alleyways or through traffic, and secondly the risk of causing an accident involving the moped and worst case scenario for them the driver dies as a result.
I don’t agree with it but that’s my take on why little to nothing is done about this sort of thing
