Some context:
Taken during the protests in Tbilisi on the 7th of march 2023, the video from which the frame is taken shows a woman holding the EU flag. Seconds after, the police points at her the water cannon but the woman is immediately supported by a group of protesters.
The protest started after the “Foreign agents bill” (as medias called it) passed the first reading. The bill would have required all organizations which receive more than 20 percent of their funding from abroad to register as “foreign agents,” or face big fines and was similar of one emanated by the Kremlin in 2012.
