Why is sharing bathroom space the important part, rather than having fully private individual stalls? Let everyone have their own space, doesn’t matter what category you want to put them in.
It’s a good job we have a government in power focusing on the important stuff, rather than floundering around without a fucking clue, squirting out random policy ideas like an overflowing public toilet.

Fully enclosed toilets are fine to use as gender neutral/unisex.
Toilets without floor to ceiling partitions should be male or female, not mixed.
This is as-is in the existing guidelines, it sounds more like a compliance issue than the current recommendations.
