    Kevin Bakhurst, the RTÉ director general, has said the broadcaster’s coverage could be reduced if the decline in TV licence fee payments continues in the coming months.

    The national broadcaster is facing a €20 million hole in its revenue by the end of the year after a 30 per cent week-on-week drop in licence fee revenue compared to 2022 since late June following the controversy over secret payments to presenter Ryan Tubridy.

    Speaking to the Business Post, Bakhurst said that he “sincerely hopes” the public begin to recognise actions taken to rebuild trust in the organisation but that “you’ve obviously got to look at various worst case scenarios” if the decline in TV licence revenue persists.

    Bakhurst said that “the longer it goes on the more you’ve got to look at other options” including cutting coverage and reducing the broadcaster’s spend on its digital transformation.

    “But we are robust in terms of cash for this year,” he said. “In my view, next year is a challenging year in terms of spending at the moment.

    “We have cash in the bank but we can’t be complacent about that,” Bakhurst said, who replaced Dee Forbes as director general in early July.

    The broadcaster has already requested €35 million in interim funding from Minister Catherine Martin’s department, which recently initiated two external reviews into the RTÉ.

    Bakhurst confirmed to the Business Post that the drop in licence fee revenue has been raised with the government in the context of the interim funding model for RTÉ.

    “In the discussions I’ve had, and I’ve been personally involved in some of them with the department, the discussion about the licence fee has been on the table,” he said.

    “I would hope, and again this is in the hands of the gods, but I would hope that interim funding would also take account of the level of public funding and the level of licence fee income to reflect that drop,” Bakhurst said.

    “We’ve given [the department] all the financial information they need and they can make their own decision based on the facts from New Era which is entirely appropriate.”

    A spokeswoman for the department said the recent decline in TV licence fee sales “likely reflects public sentiment following the revelations about certain payments by RTÉ.

    “While it may be premature to draw any conclusions as to the overall impact of TV licence revenues for the year on the basis of recent sales figures, the department will continue to monitor this situation over the next couple of months.

    “On the question of funding for RTÉ, the immediate focus of government is on the work of the examinations of RTÉ that Minister Martin has set up, and RTÉ’s own reforms.

    “However, the Future of Media Commission had recommended interim funding for RTÉ pending a decision on the longer term funding model for RTÉ. The Minister will be considering interim funding again in 2023, as part of the Budget Estimates discussions.”
