Maybe I’m missing something but the tax seems like a good start just focused a bit narrowly. It might not be politically popular yet to tax all land but what about all land that’s not a primary residence? Coupled with a reduction in VAT or something else. As it is, seems like the tax slightly encourages waiting to get zoning and services set up.
