But when you share the link, it pulls up the former patria bank link. The phone number is in England +44 788 218 8402. You can only call on WhatsApp. Fluent Romanian speakers.
He doesn’t know any better so we are just looking for corrective actions to nail these scumbags. Can anyone direct us to an agency in Romania that can help (if at all possible)? DIICOT? Anything? Thanks in advance.

You should report this to the police. They have a cybercrimes division. You can do a request online: https://www.politiaromana.ro/ro/petitii-online or you can try contacting the local police starion on a non-emergency number.
