The Chinese naval buildup is impressive but it is a force primarily designed to fight a conflict in the south china sea and taiwan strait. It has little logistical reach or long range force projection.
It does however have a lot of offensive firepower and low cost expendable surface action vessels. In submersibles it is least a generation behind the west, maybe two in some areas.
