Pain-inducing restraint to be banned in England and Wales children’s prisons

1. I would have hoped deliberately inflicting pain on another person, especially a child, without a sufficient reason (e.g. protecting someone from harm) would already be against the law.

   Surely deliberately inflicting pain on someone without a good reason is abuse, whether your a prison guard or not?
