I don’t think you and the letter are talking about the same thing.
Calling people via FaceTime or WhatsApp doesn’t use Wifi Calling as it’s not a call in theory – it doesn’t use the phone network resp. it’s fallback using wifi. It’s pure data.
The letter states that she used Wifi Calling while being abroad, calling foreign numbers. While I can’t exactly understand Telefonica’s reasoning about not being able to deduce that your call is incoming from a foreign wifi (and I would be furious about that as well), I really don’t think this has anything to do with WhatsApp or FaceTime “calls”.
