Deals are always close, even if they never materialize. It’s been reported that the eleventh hour disagreement is supposed to be the cost of the scheme. This seems suspect, as the UK usually got more back than it put into the system. It’s a no-brainer from a fiscal as well as a scientific point of view.

A far more likely explanation is that joining Horizon is politically unaffordable for the UK government because it needs the support of the anti-EU wing of its own party for the elections next year. Besides, talking up a proposed UK-only research fund could play much better with their members and electorate than collaboration with neighbouring countries.
It seems to me that chances of a breakthrough in these negotiations are now fairly low until the factor blocking them, the current political situation in the UK, changes.
