1) Finland already has avainhenkilön verotus (key person’s taxiation), where a foreign worker can pay 32% flat tax for first 48 months instead of normal taxes if they earn over 5800 EUR/month, or work as teacher in an uni for example.
2) Your link says Netherlands is reducing the time that applies from 8 years to 5 years, doesn’t that mean by your logic that they are trying to make experts go away?
